Working in the dead of night like thieves, Walker County's legislative delegation steals Walker County children's birthright. Representatives Tommy Sherer and Ken Guin and
members of the self appointed Corridor X Task Force intend to ram down the throats of unsuspecting Walker County citizens a severely maligned governing authority to control and limit business growth within one mile of Corridor X.

If the Corridor X Parkway Authority gains teeth, by passage of Local Constitutional Amendment No.1, Corridor X's economic benefits intended for Alabama's children will be lost and homeowners will be forced off their property by government bureaucrats.

Silently and without fanfare or meaningful public debate, Sherer and Guin's "Corridor X Parkway Authority" secretly made its way onto the November 2 ballot. In the state-wide presidential election Walker County voters will vote on Local Constitutional Amendment No. 1, naming the new authority and giving the new authority police enforcement powers.

Corridor X Parkway Authority will be a state-wide disaster for all Alabama property owners. Representatives Guin and Sherer and members of the Corridor X Task Force plan to spread their cancerous power land-grab to all of Alabama's 67 counties. The land-grabbers could eventually cause residential property to be taxed out of existence or forcibly taken through eminent domain. As the land-grabber's cancerous tentacles spread throughout the state, government bureaucrats, in one gigantic government regulatory authority, will consume huge tracts of residential property for profit.

Some of the devious tactics will include but not limited to, 1). unlimited power to levy exorbitant property taxes on residents - for profit. 2). unlimited power to exercise
Eminent Domain against residents - for profit. 3). unlimited power to exercise selectively enforcement of zoning laws to stifle business competition and home ownership. (See Public Power, Private Gain)

The key element in the amendment's wording, "but not limited to," gives the new Corridor X Parkway Authority unlimited authority to establish, change at will and enforce punitive rules and regulations against Walker County citizens. Another key element in the amendment's wording is the rules and regulations are unknown at this time and the politicians don't want the citizens of Walker County to know what they are voting on. All the above equal unjust enrichment for those empowered to decide the Corridor X Parkway Authority's rules and regulations.

Forcing hard working, law-abiding citizens off their property and out of their homes through force is wrong. Stifling economic growth along Corridor X is wrong and will harm our children.

The original plan for Corridor X was to bring growth and business into Northwest Alabama through businesses locating on or near the limited access highway. Politicians and business leaders throughout the State hail Corridor X as the best thing to happen to Walker County in many years.

Gov. Don Siegelman fulfilled part of his campaign pledge for completion of Corridor X when he opened a 14-mile segment between Hamilton and Winfield on July 2, 2001. Governor Siegelman said, "A completed Corridor X will provide a catalyst for attracting businesses with high-tech and high-quality jobs to Northwest Alabama. This route is critical if we are to attract the jobs that will keep our children working in-state and keep our families together."

Numerous opportunities for business growth are within easy reach of the several interchanges as Corridor X makes its way through Walker County. The potential is enormous for unlimited jobs and extra taxes flowing into Walker County through business growth along the numerous interchanges on Corridor X.

Walker County could benefit from the revenues generated by travelers passing through the county, stopping to fill their gas tanks and eating and shopping in the many tourist related businesses that locate on Corridor X interchanges. Extra taxes coming from outside sources mean better schools and community projects and lower taxes for local residents. The possibilities are enormous. Representatives Sherer and Guin and others that support stifling economic growth on Corridor X are wrong.

Members of the Corridor X Task Force will tell citizens that the Corridor X Parkway Authority is the greatest, but for whom? Several questions beg for an answer. If Guin and Sherer and the Task Force's plan for Corridor X is so great, why is Marion County and Jefferson County not included in the plan? Maybe starting with Walker County is part of a devious plan to insure passage of the proposed constitutional amendment? Representative Guin, a lawyer, and Sherer know that different and easier rules apply to tricking voters into approving constitutional amendments in a single county?

Home owners within the one mile radius under the new authority's control will be losers. Going further in a major land and power grab, Sherer and Guin's new "Gestapo-like" authority will completely cut off and stifle property owners' ability to manage their property and homes. The authority will control much more than businesses on the Corridor, asserting its heavy hand upon those Walker County citizens who live within the authority's one mile jurisdiction.

Representative Sherer and Guin's new Parkway Authority will control the outward physical features of any building within one mile of Corridor X, including the shrubbery and grass planted on lawns. Sherer and Guin's Parkway Authority, composed of nine appointed members could condemn a poor man's house through eminent domain simply because the Authority doesn't like the way the lawn looks.

If Local Constitutional Amendment #1 passes, the Parkway Authority will exercise full police powers in implementing oppressive and arbitrary regulations without voter approval. The Parkway Authority's nine-members will be appointed by self-serving bureaucrats and politicians seeking to further the interests of a few at the expense of Alabama's children and the poor.
